Rec. Dec. 17, 8.5 p.m. WASHINGTON, Wed. The Senate's Finance Committee heard ,the Under-S.ecretary of the Treasury, Mr. O. Mills, on the moratorium question. He pointed out that the debts were really moral-obliga-tions and could not be collected with' the aid of a sheriff or with an army. They must be considered on the basis of the debtors' conditions. The Committee will, to.-morrow, question Mr. Mitehell, President of the National City Bank, and Mr. Lamont, of the Morgan Company, concerning foreign securities held in the United States and their hearing on the war debts moratorium.
