The South Africaui Minister, Mr. Louw, speaking at the Dingaan's Day celebrations by the South African colony here indic" ted the League of Nations for wihat he termed its ''miserable failure" to settle the Manchurian problem. He described the League Assembly as a hot"bed ,of intrigue, apd advocated the withdrawal of South Africa and the outlay of the money now expended on the League for the extension of South African diplomatic and trade representation ahroad. ..
