Dec. 13, 5.5. p.m. ' SHANGHAI, Saturday. i The Japanese military commander, ; in Manchuria r sports that it is im- - possible to restore peace in Manchuria or to withdraw while Marshal Chang Sue Hliang, who has been ousted as Governor of Mukden, maintains a military post at Chin Chow, whence he is directing military and political activities. It is learned on good authority that the Japanese are considering the despatch of an additional division and ahalf of troops to Manchuria, hoping that this will be sufficient threat to compel Marshal Chang to abandon his Chin Chow headquarters and withdraw his army beyond the Great Wall.
