PRIORITY QUESTION FINANCIAL STABILITY OF EUROPE SERIOUSLY ENDANGERED "GERMANY MUST HAVE TIME"
Rec. Dec. 7, 7.1Q p.m. LONDON, Sunday. "The question of priority of the German payments is aqedemic," saiq the "Ti'mes" in an editorial. "Reparations cannot be paid imless Germany's trade is restored, to enable payments to be made without endangering the stability of her currency. This depends on a revival of confiden;qe which is only possible if Germapy is qllowed a breathing space, iii which to recover her solvency. ."The Basle committeq must almost iqevitably recommend a complete moratorium on all . reparations paypients until Germ'an stability is restored, ptherwise the whole structure of international credit will again be thrown into confusion. The French insistence on priority is only intelligible if they a'ttempt to maintain the juridieal integrity of the Young Plan." The "Times" Berlin correspondent says that the Bruening Government has taken no notice of Herr Hittler's
activities, which some regard as an indication that the Chancellor's grip ha? failed. The Paris correspondent of the "Times" reports that Herr Hittler's declaration aroused indignation and may cause anxiety as to whether the Francp-German negotiations are user ful, inasmuch as the Nazis might repudiate any agreement made by Dr. Bruening. The presence of Dr. Rosenjburg in London and Herr Hittler's jntended visit to Rome are regarded as a manoeuvre to enlist foreign sympathy at France's expense.
