Apologies . for absence were I'eceived from Grs. H-. Tai .Mitchelk and W. H. Waekrow, ? ..... A letter was received from the Secretary, Waikato H'dspithl Board* advising thht in coniieCtion witK the' building loan of £15,000, it- had ; resolved to apply to the Govbi-'nxnent Loans Board for sanetion to. borrow by way of overdraft from the Bank of New Zealand the sum of £12,000, to be repaid by axiriual ih'stalments of £3000 for four years-. This pr'opffsal is in lieu of a proposal to borroW the sum'hy way of overdraft to be repaid over two years. The effect of the fresh proposal' will be t'O reduee the amount repayable next year from £10,000 to £3000. Before formai application was made to tbe Lo'ans Board the Hospital Board asked if the GoUiiy eil concurred with the proposal? Cr. G. Urquhart stated that owing to Government economaes? and - the consequerit reduction in- the Board's allocations, it had been found ne,ceasary to adjust the loan payments fb a smaller amount. It was purely & matter of form, as the money had al•eady been spent. The Couricil dended to indicate its approval of- the -e-arrangement. y Correspondence Mrs. E. Robertson wrote guaranteeing the cost of supervision, etc:, iii connection with the formation of Phillip Street. — The Mayor stated thai this work was in hand and the letter was received. . A letter was received from Mrs. J. F. Lister, Seddon Street, applyiiig for six loads of soil to top-dress the Lytton Street and Seddon Street froiitages of her section. — The applicatioii was referred to the works committee. Mr. M. J. Spear wrote asking thaf the water channel in front of his pr$perty in Elizabeth Street should be graded to a more favourable level* as he wishes to clean it up and sow it down in grass. — The letter was referred to the works committee. A communication was received from :he Postmaster, advising that if the srass on the Fenton Street frontage of the Post Office was cut and raked and the stones cleared off, he woulji have the plot regularly cut with » lawnmower and kept in good condition. — It was decided to accede to the request. Mr. D. H. Edwards wrote asking that while the formation work in Ranolf Street is proceeding, the Council should utilise some of the soil for raising the level of the footpath an the Sophia Street frontage of his section. — The letter was referred to the works committee. Works Report. The works committee recommmended that no street light be installed at the intersection of Lytton. aiid Tilsley Streets, as it was considered that settlement in this area did not warrant the expense of the installation of the light. . An application for the light was made by a resident of the area, Mr. G. Pott. ' It was also recommended that the ;work of forming the north end Of McLean Street be carried out by relief labour. As the necessary guarantees for the payment of the costof Supervision and the cartage of • materials in connection with the formation of Phillip Street had been received, it was also recommended that this work should be put in hand under No. 5 scheme. $• It was recommended, following the suggestion made at the previous meeting of the Council, that unemployed workers be allowed to camp on a section adjacent to the Utuhina stream. It was also recommended that water and sanitary arrangemerits be provided, and that . each family be allocated one-sixteenth of an acre. * Motor Cantp With regard to the motof canip, it was recommended that Mr. T. E. Woolliams be placed in charge for the coming season and that two girls be engaged for a fortnight to issue permits at the camp. It was further recommended that a further labdurer be engaged for a fortnight to assist in camp work at Christmas time and that it be laid down as a principle that no tradesman or vendor of fbddstuffs be allowed to visit the camp biefore 7 a.m. each day. ' e The recommendations were adopted. 4

The committee also reported that it had instructed the engineer to pnoceed with the re-formation of Hinemoa Street between Amohia and Ranolf Streets as a relief work. v The programme for the New Year carnival as drawn up by the publicity and amhsement committee and • previously published in the "Post," .wab considered and adopted, with the exception of the recommendation in, regard to the opening of the carnivdl'on Christmas Eve. This particular section of the report is to be reconsidered. The section in question read: "King Carnival to parade through streets accompanied by an orchestra, band or panatrope for the purpose'of providing suitable musie. There will also be accompanying him twelve , pierrots or dance leaders aiid the procession will stop at various pdifits and portions of the streets will ;be closed for short periods for dancing." The council, as' indicated iii oUr i'eport published yesterday, definitely declined to grant permission for the closing of the streets for dancing on this particular evening;
