CHRISTCHURCH, WedAt the annual meeting of the Dominion Council of the Boy Scouts Association held to-day, Colonel Fenwick, Dominion Chief Commissioner, referring to the finances of the association stated they were at a very low ebb, and some steps would have to be taken to stave off inevitable bankruptcy. After diseussion it was decided that a levy of 1/- be imposed on all scouts for the purposes of Dominion headquarters. The proposal t'o re-introduee marksmen's badges for scouts was defeated after diseussion.
