SIR A. CHAMBERLAIN AND NATIONAL LIBERAL LEADER "SHADOW CABlNET" MEETINGS

There is much discussion as a resuit of Sir Austen Chambeiiian's speech in the Address-in-Reply debate in which he critieised Sir Herbert Samuel, the Liberal Leader. Sir Austen Chamberlain said that he had vainly sought for an opportunity to speak with Sir Herbert Samuel. He regretted that after the eleetion it was stated that Sir Herbert Samuel intended to hold weekly meetings of the Liberal "Shadow Cabinet," He hoped Sir Herbert Samuel would repudiate his intention of holding- such meetings, which had iio place in the Parliamentary system,. for they were incompatible with Cabinet secrecy and responsibility. "Let Cabinet remember that it is a unit and must act in unison," he said. "There must be no hole-iri-the-coriier meetings elsewhere." Lobbyists state that the, Liberals stfongly resent Sir Austen Chamberlain's speech, which is interpreted as the beginning of a Conservative vendetta against the Liberals within the Government. Sir Herbert Samuel will reply at the earliest opportunity.
