CABINET FORMATION

(Press Assn.-

PREMIER'S DIFFICUJLTY

— By Telegraph — Copyright.)

LONDON, Tuesday. The "Daily Telegraph's" political eorrespondent says the division of the Cabinet seats is likely to be as follows: — Conservatives, 12; National Labour, 4; National Liberal, 4. Mr. MacDonald is to consult Mr. Baldwin and Sir Herbert Samuel in this connection to-day. All three are known to be desirous that the Cabinet should be truly national, but at the same time constitute an effieient team. Lord Sankey, Mr. Snowden and Mr Thomas are expected to be National Labour representatives, and Lord Hailsham in a non-legal post is likely to join the Conservatives already in office. Mr. Ian Macpherson is among the National Liberals who may be offered office. The "Daily Herald's" political writer asserts that Mr. MaeDonald's difficulty is whom to leave out. If Messrs Winston Churchill, L. S. Amery and Sir Lobert Horne are not included, there will always be a danger of their leading a revolt of the back benchers, as an overwhelming majority of the Conservatives are pledged to a high tariff. Already there are signs of an attempt to force Mr. MaeDonald's hand in the form of a demand for immediate dumping legislation.
