Rec. Oct. 31 5. 5.p.m. TOKIO, Friday. An Anglo-Chinese secret against Japan is widely reported and coupled with the antagonistic attitude of the British reppresentatives at. the League Council is evoking growing public resentment, although it is discredited in Government circles. Japanese consulates are closing and residents are evacuating many places in China, in consequence of the increasing antiJapanese persecution.
