PERSISTENT REPORTS FROM MANCHURIA JAPAN AWAITS DEVELOPMENT

Rec. Oct. 30, 7.10 p.m. TOKIO, Friday. Persistent reports of Soviet military aetivities in northern Manchuria are being received in Tokio. The Government is, in the meantime, relying on the Soviet assurance of neutrality, although offieials are aware that the Nankin Government is trying to involte Soviet aid against Japan.
