to join cab1net appointment to upper house to be announced WILL TAKE LEADERSHIP

WELLINGTON, this morning. It is expected that the Prime Minister, the Rt. Hon. G. W. Forbes, v/ill announce to-day the appointment of Sir James Parr to the Legislative Council. It is also understood that Sir Jam^s will take over the leadership of the Upper House from the Hon. R. Masters, who was recently appointed in succession to Sir Thomas Sidey. It is not yet known whether Sir James Parr will be entrusted with a portfolio, but it appears certain that he will be given Cabinet rank. Sir James Parr was Minister of Education in the Reform Government at the time he was appoinied to the High Commissionership in London. He returned to New Zealand this year after taking part in Lord Beaverbrook's Empire Free Trade crusade and was announced recently as the official Reform candidate for Waikato, at present held by Mr. F. Lye, a member of the United Party.
