PRESIDENT'S PLAN FOR HEAVY REDUCTIONS TO BE PUSHED ON

DRASTIC ORDERS ISSUED Rec. Oct. 4, 5.5 p.m. WASHINGTON, Saturday. Naval chiefs have conferred with Mr C. F. Adams, Secretary of the Navy and received orders to put into immediate effect President Hoover's ultimatum to cut expediture to the bone. The definite points of reduction must be decided within three weeks, and Mr Adams asserted that the situation is very serious. He admitted that the cuts would effect every department of the service. A proposal is now being seriously considered to include the de-commis-sioning and placing on the reserve of one-fifth of the present active fleet, with a general curtailment of ship operations and a reduction of the navy personnel by a number of officers and men, placed variously at between 5,000 and 10,000, with a proportionate reduction in marine personnel; the closing of at least one naval training station, several naval yards, and a wide curtailment of all shore establishments, both in personnel and activity. Members of the conference displayed considerable perturbation f ollowing the meeting and opposition to such drastic action continues to increase among navy officers.
