SHANGHAI, Monday. There is a widespread opinion that the League of Nations has failed at the first real crisis, which China's officials are facing in desperation. The people are everywhere being led by the students and the radical organisations, which are demanding war to rid Manchuria of the Japanese. Propaganda is feeding the flames of popular discontent by exaggerated accounts of the massacres of Chinese by the 'Japanese. Japan's assurances that she will restore the status quo in Manchuria are apparently premature, the Japanese evidently intending to hold the occupied positions and withdrawing only the reinforcements en route, prior to the League's intervention. The Soviet menace continues. Three troop aeroplanes are waiting in Manchuria for any immediate necessity and six Soviet gun-boats are manoeuvring at Sungari, observing the Japanese military movements. The Soviet consul at Harbin is in constant touch with the Chinese special representative. / Japanese military aeroplanes are dropping handbills in Harbin announcing the impending arrival of the Japanese troops.
