WASHINGTON, Sat. Mr. Debuchi presented to the State Department a memorandum asserting that Japan had no designs upon Manchurian territory. "What we desire," he said, "is that Japanese subjects be enabled to engage safely in peaceful pursuits, and that they be given an opportunity to partieipate in the development of Manchuria." The note charged Chinese ofiicials and individuals with having so conducted themselves ag to irritate Japanese sentiment, thus provoking an atmosphere of perturbation, and anxiety. "The Japanese Government is prepared to co-operate with the Chinese Government to prevent a disastrous situation between the two countries," the note concludes.
