CHINESE CONSUL IN SYDNEY SAYS CHINESE NOT THE AGRESSORS ATTACK STORY A FABRICATION I

By Telephone — "Post" Speciai' Service. SYDNEY, Thursday. The Consul-General for China, Mr , W. P. Chen, denies that the Chinese have been the aggressors in the clash with the Japanese in Manchuria. Indeed, he says, the Chinese were totalj ly unprepared for the onslaught. The Japanese Government sent troops, who bombarded and occupied Mukden and other cities without a formal declaration of war, using the alleged pretence that Chinese soldiers had torn up a section of the southern Manchurian railway. "I maintain," says Mr. Chen, "that the story of an attack was engineered for foreign consumption."
