WASI-IINGTON, Monday. Government officials refuse to comment on the British situation, thongh it was regarded on the whole as more expected than surprising. Some circles suggest the question is, has Great Britain the ability to maintain the gold basis on fordign obligations and at the same time her domestic affairs on a suspended basis. The crisis has also re-opened the question of the debt agreement and Great Britain 's capaeity to pay. It is also felt that if American aid is necessary, such will have to corrie largely from private bankers, but on the whole, Government circles indicated that the belief is held that the British move will have an eventual salutary effect on world affairs.
