RUGBY, Friday. The House of Lords, wbieh adjourned on September 5 till to-day, discussed the motion proposed by Lord Melchett approving of the action of the Government in settlng up a Committee of Cabinet to inquire into the adverse trade position. Lord Melchett said the adverse balance of trade demanded immediate action, and while advocating a tariff as part of thei re-organfsation of the whole basis of the national industrial system, emphasised that a general election should be avoided at all costs. Foreigners Inxpvessed After a short debate- in which members of the Labour Opposition did not take' part, Lord Peel, Lord •Privy Seal, replying for the Government said that he understood the objection to a "general election, but he was in a position to make no statement. The Government had balanced the Budget and foreign q'ountries were impressed by the vigour with which 'the problem had been tackled and the spirit in which all classes were ready to make sacrifices. The Government would nct ruri away from its responsibilities. He said that a sub-committee of CabmeL set up to examine the problem of the trade balance, was hard at work.
