RUGBY, Tuesday. Addressing tbe League of Nations Assembly to-day, Signor Grandi, the Italian Foreign Minister, proposed an armament truce until after tbe forthcoming disarmament conference. "It is necessary," he said, "to act not only with courage and moderation, but also in good faith." By an immediate armanament truce and the suspension of all programmes of armament they would set an example of goodwill and create an atmosphere of confidence. The Assembly previously decided to advise Mexico to join' the League.
