* LONDON, Monday. Mr A. Hayday, Labour member of the House of Commons for West Nottingham, in his presidential address to the Trade Union Congress at Bris^ toi, said that secret forces had broken the Labour Go'vernment and had created a new Government without the authority of Parliament or the people, by methods equivalent to a dictatorship. Political and financial influences, of a sinister character he said, Were working behind the scenes and had taken advantage of the nation's difficulties and had clictated a fundamental change in the national policy equivalent to a r&volution. "An imperious international financial combination possessing the power to bring to its knees even our wealthy and solvent country," he said, had threatened financial ruin unless the country agreed to change its policy and eurtail its social expenditure. This combination had created a financial revolution more ruthless and more complete than a military dictatorship. "We've learned a lesson; that unless we govern the banks they will govern us," he concluded.
