Messages from Tokio state that Chinese and -Japanese diplomats are endeavouring to settle the Chengchiatung difficulty. Meanwhile it is reported that two thousand additional Japanese have been despatched to Cheugchiatung.-

There is a democratic split over the Immigration Restriction Bill, which a caucus decided not to discuss this session, A section of tbe Democrats, with tbe aid of Republicans, want a definite clause, excluding Japanese coolies. In tbe House of Commons Mr Ponsonby asked whether, in the event of peace negotiations during the recess, will Parliament be immediately summoned to the deliberation thereon.
