WAR REGULATIONS ACT.

“ANTI-SHOUTING” AND SALK OF LIQUOR TO WOMEN. Per Press Association, Wellington, Aug. 2»' - . Additional regulations under theWar Regulations Act, dealing with "shouting,” the sale cf liquor to women, and prostitution, were Gazetted to-day. Treating is defined a* follows(1 ) The act of any person who directly or indirectly (a) pay s or undertakes or offers to p ay . or (b) gives or lends or offers or undertakes to give or lend* money with which to pay for any intoxicating liquor sold or to be sold on licensed premises for consumption on or about those premises by any person other than the person first mentioned (2) The act of any person who purchases intoxicating liquor 0a licensed premises and invites or permits any other person to consume that liqoui; on or about those premises. (3) The act ot any f person who on licensed premises purchases or offers to purchase intoxicating liquor with intent that it shall he consumed on or about, those premises by any other per. son; (4) Any other act done by any person with intent that any ; other person shall consume os: or about licensed premises any f intoxicating liquor other than liquor purchased with his own ; money. Money- lent or given to , any person upon licensed premises, or lent or given to him elsewhere, with intent that it shall be spent in the purchase of intoxicating liquor, shall for the puporse of these regulations be deemed not to be his own money. The regulations applies to chartered clubs, con. ditional licenses, and “bar” inchides the bottle department ot licensed premises. A licensee or bar attendant who knowingly sells liquor in contravention of the regulation is liable toh# punished. The exceptions are that a person may purchase liquor for another as part of a meal, ora hoarder may treat a friend, but not in the bar.

Regulation 13 provides;— No woman (other than the li. censee or a servant of the licensee, or a member of the lioensee’s family) shall at any time after six o ’clock in the, evening enter or remain in a bar of any' licensed premises, or loitre about the entrance to any such bar. Th e police are given wide powers to enforce this regulation. In the regulations affecting prostitution, “house of ill fame” means any premises used for the purposes of prostitution whether by one woman or by more.than one. The definitions under this heading are drastic. Landlords who knowingly let bouses to prostitutes be made responsible. Considerable powers to search are given to the police to farther their investigations.

The regulations come into force on the SStfa inst. The penalty of a breach is a fine not exceeding £IOO, or imprisonment not exceeding twelve months.

MILITARY SERVICE NOTICES.

Additional war regulations are* gazetted providing that military service notices may be supplied to the occupier of aiiy shop, factory, office, hotel, boardinghouse, wharf or other premises frequented by the public, er to a tramway, train or ship, and the person responsible for such premises, or conveaynco shall be required to exhibit the notices for one month or longer as required. Failure to comply with this duty coustuutesa punishable offence against the regnJations.
