PREPARING FOB THE WORST. Received Aug. IS. 10.30 a.m. Berne, Aug. 17. A wireless message states that commercial negotiations between Germany and Switzerland have been resumed, Germany being anxious to reach an understanding before the Allies’ general offenisve.
