AN INTERIM REPORT. MR BILLING PARTIALLY JUSTIFIED London, August 16. An interim report of the Air Committee says: None could complain if Mr Billing demanded an enquiry into his cases iu order to determine if deaths were preventable, but to base charges of criminal negligencv or murder upon them is an abuse of language entirely unjustifiable.
