THE HINDENBURG APPOINTMENT.

AUSTRIANS RESENT GERMAN ARROGANCE. HINDENBORG’S COMMAND RESTRICTED. RinS IN THE HUN CONCERT. Received Aug. 11, 1.40 p.m. Berne, Aug. 10. The Kaiser, co-operating with the Hungarian Government, arranged for Hindenburg’s appointment. Austria assented, but there was much arrogance and German reioic* ings, -this reflecting on Austrian generals embittered negotiations. This resulted in the limitation of Hiudenbnrg’s former command. The addition of Prince Leopold’s and Generals Linsingen and Ermolli's armies command extends his command from the Baltic to Tarnopol, but the fArchduke Charles has been appointed to command the remainder from Tarnopol to Roumania, including Bothmer’s, Koevess’ and Pflanzer’s troops. The' rearrangement is regarded as a snub for the Kaiser, and reveals Austro-German rivalry.
