INTERNATIONAL COMMITTEE FORMED. TO DEAL WITH THE QUESTION, Times. London, Aug. 10. In the House of Commons, the Right Hon, H, H. Asquith announced that the Government had appointed an international committee, under the chairmanship of Lord Newton, to deal with the question of the treatment of Prisoners.
