Admiral Voiebodsky, commanding the squadron escorting the Czar, states that'the firing on the Wood>burn was due to the Finnish pilot disregarding the signals, and steering direct for the Czar’s yacht. The pilot explains that he was unable to hog the shore owing to the draught of the Woodburn.
