It is not permitted to publish information concerning attempts against the rnlera of other countries, or concerning rebellions in foreign lands. . , 9. Do not write in yonr journal concerning this regulation, if you wish to avoid inconvenient criticisms. The newspapers in remembrance of the Bth paragraph of this regulation reported aa follows concerning the murder of the late Shah of Persia: — “The Shah was ill after midday. He died, and his body was transported to Teheran.” Private letters were also subject to inspection, as the following P, copy of a circular to the Postmasters of Pera and Galata show:—Every suspected letter should be sent the palace. Observe the persons, who often receive letters at the Pera and. Qalata offices.
