The newspaper Age, in an article dealing with the condition of the city, says that in all weathers and at all seasons Melbourne persists in being one of the filthiest cities in the civilised world. Daring recent wet weather the whole city at night was anointed with pure beastliness. Collins Street was simply carpeted with filth. The paper strongly denounces citizens for their toleration of such a state of things.
