The Times protests, and says that the attempt is to arrange hatches or relays to effect Ministerial purposes by the exhaustion of the Opposition, and adds: “The circular indicates a fine contempt of the rights of constituencies, which would be unrepresented and voiceless in the House of Commons a considerable portion of the session.”
