Aoooompanying the Ministerial whips’ notice issued for the reassembling of Parliament, was a circular inquiring whether the recipient was willing to attend at the House until October, and whether, in the event ®f a holiday, he would be prepared to divide his attendance a fortnight in one month and a fortnight in another. The Times protests, and says that the attempt is to arrange hatches or relays to effect Ministerial purposes by the exhaustion of the Opposition, and adds: “The circular indicates a fine contempt of the rights of constituencies, which would be unrepresented and voiceless in the House of Commons a considerable portion of the session.”
