United Press Association.— By Electric Telegraph.—Copyright. Received June 4, 9.5 a.m. St. Petersburg, June 3. Prince Kropotkin states that Russian prisons “officially capable of holding 90,000, now hold 181,000. The Duma has rejected a Bill abolishing capital punishment on the ground that Courts Martial can order execution outside the Duma’s competence.
