MR CARNEGIE TAKING ACTION

: M r Carnegie is personally sounding the Powers as regards the reception likely to be accorded to his proposal that Mr Taffr should summon a friendly international conference in 1910 to discuss the question of the limitation of armaments and the submission to arbitration of all questions arising at sea; also as to an agreement that all private property should be made immune on sea. Mr Carnegie, interviewed by the Daily Mail correspondent in Paris, declared that Europe v was DreadI nought mad. All 'this was due to German and British rivalry.
