Mr Roosevelt. in an article in the 'Outlook, emphasises the fact that America's dnty is ‘to wait to see whether Japan is able to prevent the emigration to America of Japanese labourers and small traders In any appreciable numbers. Ho remarks -that otherwise America must protect herself by a treaty or legislation, ?and urges Americans to continue to build a first class fighting navy if “they wish to withstand any nation i* -that might chose to disregard their policy concern g immigration, and for their 5 . interests in Panama or their countrymen abroad.
