United Press Association— By Electric. Telegraph— Copyright. London, April 33. Latest advices tlrom Vienna state : -that to-day the garrison took the oath in the presence of the Shsik-nl- . Islam and Edhem and Mazin Pashas. Then a reconciliation between the garrison and Hnsini’s troops followed. The bulk of the garrison will be ■ 'discharged, but the Salonika troops are replacing them. They will not 'enter the city at present. Six hundred Macedonian gendarmes, in the first instance, are feeing entrusted with the “malntenance of order. An official Austrian 'rinessage mentions a report that the demand for the Sultan’s deposition has been dropped. Massacres are reported to have occurred at Antioch and Makri. The Daily News’ Oonstantinpole •correspondent reports that in consequence of Russia’s and France’s friendly intervention the Sultan remains. - Sherket Pasha, in an interview with the Tageblatt representative, stated that the Young Turks were strong enough to 'see Turkey governed according to the Constitution. The dethroning of the Sultan would have been an impolitic act, leading ■to great difficulties, as there would ;have been two Caliphs alive. Times’ Salonika correspondent reports that it is believed that the i-orisis will lead' to the consolidation of the Constantinople regime, and •will serve to unite for all time the .friends:of liberty and progress. The Daily Telegraph says that the Sultan’s retention is due to the moderate views of the Adrianople .corps... THE SULTAN’S OFFER. Constantinople, April 23. The Saltan, in his'overtures, consigned himself to affirming that he would not oppose the Constitution ■and had no objection to Parliamentary government with the Ministry : .responsible to Parliament. Rifaat Pasha takes a cheerful view ..and declares that everything has been settled.

The Ministry for War is supplying .food to the investing army. Ahmed Riza, Enver Bey and Niazzi Fasha had an ovation at San Stefano. The navy has expressed to Hnsni Pasha its entire agreement with his wishes and the fleet has been ordered to sail, ostensibly for manoeuvres, tinker Admiral Gamble.| Cabinet has issued a reassnring .proclamation to the inhabitants.

The Constitutional Gendarmes entered Oonnstatinople and posted declaring that the Constitutional troops were marching 'in solely to maintain order and to punish the guilty. The entrance was followed by a sudden and tremendous exodns of steamera.for Roumauia and .Bulgaria, carrying hundreds of well-to-do Turks and families.

THE INVESTING ARMY,

FANATICISM IN ASIA MINOR. Constantinople, April 22. The investing army now numbers 25,000 and reinforcements of artillery are arriving daily at Constantinople. The police have confiscated the Journal Hibal for publishing a violent article, disputing, the Sultan’s title to be called Khalif and •citing the circumstances of previous depositions of Sultans. The wave of fanaticism at Adana, which is directly traceable to. the .respect for the Sheirat and the popularity of the Sultan, is spreading in the Eastern provinces. Kurds, Circassians and Nomads are devastating the Ohrinian villages throughout the Aleppo Vilayet. Though confident .assurances are given at Constantinople that the Sultan is not to be deposed, Enver Bey and the other Young Turk Leaders insist on his •deposition. SUCCESSFUL ACTION OF CONSTITUTIONALISTS. London, April 22. Reuter reports that Ogget Pasha, Chief of the General Staff, who is the principal Constantinople'member ■of the Committee of Union and Progress, so directed affairs that the first corps garrisoning the city was won over to the Constitutional cause. Hi,; able assistant was Rifaat Pasha. The Committee detached practically every person of distinction from the Sultan and refused to negotiate with anyone on the Sultan's behalf regarding the future of ithe Sultan.
