The frequency with which German balloons are crossing the frontier has led France to levy high duties. Four which alighted in French territory yesterday bad insufficient funds to pay the doty, and the balloons were confiscated. Another balloon dropped near Antwerp Citadel. After a denial at first the aeronauts confessed they were German officers.
