She delivers a note at Vienna to-day promising no longer to protest against the annextions and to discharge reservists, and not to permit the formation of irregular bands. BITTER FEELING IN RUSSIA. St. Petersburg, Marcrh 81. There is intense bitterness throughout Russia against Germany’s ultimatum, which the Times’ correspondent reports amounted to a threat of an Anstro-German invasion. M. Homiakoff, President of the Dnma, declared that Russia wonld forget this blow even less easily than she would forget the Berlin Treaty. JOY IN GERMANY. Excepting the Berliner Tageblatt, all the "German newspapers rejoice at the success of the mailed fist in the Balkans, and discourage any understanding with England as regards naval policy. ISVOLSKY TO RETIRE. There are persistent rumors of M. Isvolsky’s resignation.
