TWO VIEWS OF ITS ORIGIN. United Press Association.—By ElecTelegraph.—Copyright. ; Received March 31, 9.45 a.m, Berlin, March 30. Prince Bnlow, in the Reichstag, declared the famous Kruger telegram was a State act and the result of official counsels, and nowise an act of the Kaiser’s personal initiative. The London Times’ Berlin correspondent definitely adds that the Kaiser drafted a telegram which was boiled* down as the result of his counsels’ advice.
