The Minist ter offered the alternatives that if the County Council made the approaches in Pipal and Kitchener Streets ana paid . the Department £BOO, the difference between the proposed footbridge and a subway, the latter “would be constructed, or if the Council paid the difference between a footbridge and a _ traffic bridge the latter would be built. The matter of what quantity of w'ator the Department wduid take under, a nroposed new water scheme would also be considered.
