Isvoisky declared his readiness iu accordance with the circular of • December 19th to come to an under- * * -standing (svith the signatories to the Berlin Treaty, for holding a conference regarding Bosnia 1 • Herzegovina : and other points of the programme. This has caused groat umbrage in Vienna, whose policy aims at the restriction of the conference to a .reference to accomplished facts. Russia, with the support of Britain and Prance, is seeking a formula ..acceptable to Austria and Servia with a view of ending the crisis, which continues to exist.
