TURKISH POLITICS.
United Press Association.— By Electric Telegraph,—Copyright. Constantinople, March 4. A tumultuous debate occurred in the Turkish Chamber over a decree necessitating permission to hold public meetings. Hilmi Pasha was vigorously defended against the attacks of the Liberals and Neutrals. The Chamber, by 130 votes to 50, approved of the decree being signed. Kemal Bey has assumed the leadership of the Liberals.
