United Press Association.—By Elec- ■ trio Telegraph. —Copyright. Washington, March 1. Congress eliminated an amendment requiring President Roosevelt to divide the Navy between the Atlantic and the Pacific. President Roosevelt stronaly opposed this proposal, because the Russo-Japanese experience showed that division meant weakness.
