United Press Association—By Electric Telegraph—Copyright. Calcutta, March 1. The hospital is full of smallpox oases. Seventy-six deaths have occurred in six weeks. A. hundred ruling chiefs and hereditary nobles of the Punjab have formed/a loyalist association at Calcutta and have memorialised Viscount Morley, stating that Hindus strongly object to the Mahommedans being represented beyond their numerical strength. The Royal Commission for decentralisation in India, reported in favour of the enhancement of the powers of the provincial governments and suggested that there'should ultimately he a regular ■ council consisting of the governor and four members, two of these to be appointed as in Madrks and Bombay.
