Mr Taft, in an interview, said he favoured a revision of the tariff and added that he thought the existing schedules were impeding business like a drag ou a brake. Speaking,at the Peace Society’s dinner at New York, Mr ;Koot declared that the obstacle in the recent negotiations between America, Japan and England was not set up by the diplomatists but by people who ought to be ostracised and punished for insulting friendly Powers. Mr Jas.Bryce, British Amb assadoi, stated that Mr Root had signed 25 arbitration treaties. 1 Baron Takahira, the Japanese Ambassador, praised Mr Root’s work during the recent foolish clamour. He was glad that the public had seen the folly of the impossible story that Japan was seeking war. San Francisco, February 28. The Californian Senate by 28 to 7 recommended the exclusion of all Asiatics from the United States.
