Mr Haldane, in a speech at Brighton, detailed the General Staff’s system for the defence of Britain as far ahead of recent plana as the motor was ahead of horse carriage. If the Colonies adhered to homogeneous methods the rapid and concerted action possible wonld be a deterrent to foreign aggression.
