Passitch is the only Servian politician, who has refrained from using inflammatory ((language. The excitement is maintained at fever heat. ‘ The public have apparently overestimated the powers of pan-Slavian influence. The Montengrins are irreconcilably warlike and quite ignorant of outside affairs. In response to the Porte’s circular, complaining of royal honours having been bestowed on King Ferdinand at St. Petersburg, Britain and France have forwarded tranquilising despatches to the Porte, declaring that the agreement of Bulgaria with Turkey in the first instance and than with the other Powers, must pre- ■ cede any recognition of her independ enoe. Vienna, February 22. Official circles in Vienna declare that Austria will not assume the offensive. Paris, FebrnaryS 2. Austria’s declaration is credited in Paris, but Servia’s provocations are apprehended. St. Petersburg. February 33. , M. Isvolsky informed the Ambassadors that King Ferdinand expressed a desire to attend the funeral of bis relative by marriage. M. Isvolsky was careful to explain that Ferdinand’s reception as a sovereign did not imply a formal recognition of Bulgarian independence, which could follow only after Turkey’s consent. Received St. Petersburg, Fberuary 32. Difficulties as to precedence in King Ferdniand’s case were tactfully avoided.
