Messrs Gibb, Easton and Son, of Westminster, have contracted for the construction of the naval base at Roayth for 3% millions. In response to the Daily Mail s appeal, a thousand volunteers have enrolled in the London Territorials in three days.; THE NAVAL PROGRAMME. Received February 9, 8.58 a.m. London, February 8. Tbe Chronicle says that the naval differences in the Cabinet have been adjusted by the acceptance of the programme brought forward by the -Admiralty accompanied by an understanding that there would be no undue speed in building Dreadnoughts. .
