The South African scheme is based 6n the Oalcutta-Simla precedent, and includes the adoption of the Indian camp office principle in Capetown while the Federal Parliament is in session. LORD OURZON’S OPINION. Received February 6, 8.80 a.m. Capetown, February 5. Lord Ourzon, interviewed at Capetown, said he believed the arrangement regarding the capital was workable jndging’from the Indian precedent of Simla and Calcutta. He was greatly impressed by the good feeling and absence of racialism shown in the Convention. ■
