Tiohiuer. applying for position of caretaker at the dtach.;. — The Works Committee was requested to report on the best means of managing the baths and the letter ,\vas referred*to that body. From J. B. Worsfold, stating he had no objection to surface water from Queen street being taken through his section if piped and covered in.—Request agreed to. From W. E. Sandilauds. reporting on the case Borough Council v. Redwood and O’Meara. —Muucipial Association to be asked to carry the case to the Supreme Court. From Christchurch Borough Council, drawing attention to section 25 of the Local Bodies Loans Amendment Act, 1903, which provides that the Public Trustee alone may be appointed the Commissioner of the sinking fund of any loan raised under the Local Bodies Loans Act, 1908. [and that the moneys of such funds may be invested in securities issued by the Government of New Zealand The Christchurch Council was of opinion that the said provision is unnecessary and will operate prejudically in the interests of Local Bodies as sinking funds can be invested on perfectly sound securities at considerably higher rates of interest than is paid by the Government and that the power to appoint Sinking Fund Commissioners other than tiie Public Trustee should be restored. - Request agreed to. A report of Mr Rankin suggesting the kerbing and channelling of the pathway in Aorangi street to the station and the filling up of certain wells in the town was referred to the Works Committee with power to act. From Returning Officer, asking tor approval of list of polling places for the Licensing election, namely, Feilding, Halcomhe, Cheltenham, Waitnna W., Rewa, Kiwitea, Kimbolton, Rangiwahia, Oolyton, Ashhurst, Pohangina, Apiti, Waiata and Bunny thorpe. —Approved. The Health Inspector reported the Borough free from infectious diseases during December. There are still 128 premises, including four churches, and two halls, not connected with the sewer system. Twelve places were not being attended by the nightsoila man because of the failure of the tenants to pay the fees. In the interest of public health this matter needed attention. During January there were two cases of scarlet fever and one case of enteric fever. —A committee of the whole Council to consider which property owners shall be immediately legally proceeded against. The poundkeeper reported having impounded 29 horses, 16 cows, 3 steers and 13 calves. Seven animals had been impounded from private property. The Abattoir Manager reported that during January there had been slaughtered at the works 5 cows, 50 heifers, 5 bullocks, 308 ewes, 11 wethers, 115 lambs, 35 pigs, and 8 calves. Five cows had been condemned.

The Engineer reported that after considerable study of the various kinds of bridges that might he constructed to span the Makino stream in Manchester street, he had come to the conclusion that the straight girder form would be the most economical form to adopt. He attributed the cracks in the kerbing and channelling to the unequal settlement of the kerb and channel. It could be remedied by chipping a little from the mouth of the crevice and pouring neat cement grout in. He recommended the Council to appoint a clerk of works to supervise the sewerage extension works. —Agreed to aud applications to he invited for the position at a salary of £3 per week. Or. Goodbehere took exception to the Mayor calling a special meeting at short notice for the purpose of considering tenders. He was of opinion that the business dune at that meeting would not be legal unless confirmed at the meeting then being held. —The Mayor explained that the meeting was convened at the wish of the contractors, and it appeared from an examination of standing orders that they contained no regulations concerning calling of meetings. It was resolved on the motion of Cr. Tolley, seconded by Or. Atkinson, That it be an instruction to the Engineer’s Department of this Council to separately charge on all salary vouchers the time given to each contract. "That the Town Clerk be instructed at the completion of each contract let by this Council to report to the Council as follows : (1) Contract price; (3) percentage of extras; (3) percentage of engineering charges. T. .B. Randall, of Wairoa, was appointed assistant engineer at £2OO per year.
