POLICE SCANDALS IN RUSSIA.
The Moscow police scandals are becoming more and more serious. Not only is it asserted that the heads of the police were in close alliance with thieves and the owners of gambling dens and houses of disorder, but charges of an even worse nature are now made. The head of the detective department is accused of pillaging—on behalf of certain important firms—the premises of the business rivals of the latter establishments. A further charge is that he robbed trains carrying precious goods, and had a staff of hired hravoes to commit robberies and other crimes. The head of the whole Moscow police organisation is accused of spending a million roubles (£100,000) on a certain beautiful actress. A precisely similar state of affairs appears to exist in" Tashkeud, where the heads (of police are also to he prosecuted for swindling and extortion. . .
In St. Petersburg a secret inquiry into police methods has been ordered by the Government.
