Isvolsky, and avoids Bulgaria’s .borrowing on extortionate terms and handing some control of its finances to a French syndicate. It will not cost’Russia a kopeck, but only extends the time for the collection of the debt. London, February 3. The Times’ St. Petersburg correspondent says that the crisis has been ended by Russia proposing to make good the difference between the Indemnity offered and that demanded, Russia cancels sufficient of the remaining seventy instalments of the Turkish War indemnity, amounting to 22 millions, to enable Turkey to borrow five millions sterling. Bulgaria undertaking to pay Russia £3,280,000 for interest and sinking fund. Instead of receiving ’eight million francs annually from'Turkey Russia will now draw five million francs annually from Bulgaria.
