Britain has assented to Russia’s proposed friendly represetations at Constantinople and Sofia, if the other Powers join her. The essential points in the AustrianTurfcish protocol have been accepted at Vienna. The ; Bulgarian Note asks toe Powers to aid her in securing speedy recognition of her independence, and complains that there is now a dangerous tension, dne to Turkey s irreconcilable attitude, aud threatens to withdraw from the negotiations, unless an early settlement is arrived at. Vienna, January 31. Austria has adhered to the joint representations. _____
